Between 1991 and 1996, SWICO was completely operated and managed by volunteers. Since 1996, it has employed a part-time coordinator to assist with membership drives and communications. In 2004, SWICO entered into an employee partnership agreement with Iowa State University Extension to Community Economic Development. The coordinator is a full-time employee of Extension but dedicates 1/3 of her salary time to manage the communications and manage the membership drive.

 

SWICO relies on modest dues from memberships to fund its operations and activities. Members are responsible for encouraging others within their local communities/counties to join for a broad-based membership that can keep dues low and affordable for everyone. Members are asked to make an effort to share information from meetings with local organizations, businesses, local government officials and leadership to further promote participation.

 

Members work at meetings to share information about concerns and challenges they have in common which can be jointly addressed. Local communities with active members can bring specific items of concern to the appropriate committee and work with that committee to coordinate regional advocacy support. Just a few examples of some of the advocacy done for specific projects include: Clarinda Hwy 2 by-pass, Hwy 34 bridge, Hwy 71 Improvement.

Committees meet on an as needed basis and at the request of members as issues arise. The coordinator is available to assist any committee.
