
The Iowa Department of Economic Development put out a call for proposals for funding for cooperative marketing. The cooperative groups could self-select partners but had to be comprised of at least three counties. The Southwest Iowa Coalition was the only organization with the structure to make application for the funds for some of its member counties. It did so and was awarded the funding in 2006 for a three-year period of time.
The WhySouthwestIowa.com was formed (light green counties) from this funding source. The counties include: Adams, Cass, Freemont, Page, Montgomery, Ringgold and Taylor Counties. There are two voting delegates assigned from each participating county. The focus for the counties is developing entrepreneurs.
There are a total of four cooperative regional marketing groups within the SWICO region. The other three are:

Adair, Audubon, Carroll, Crawford, Greene Counties
